Purpose The Civil Engineer prepares engineering designs and plans and performs construction review and/or inspection in one or more of the following areas: sewer and environmental engineering; street, highway and transportation engineering; construction engineering; traffic engineering; and structural engineering. Civil Engineers can serve as project managers on various City, State, and federally funded projects and work in concert with a wide variety of staff and work groups. The following provides additional information related to the Civil Engineer's functions in each area: Sewer and Environmental Engineering: Designs and maintains the City's sanitary, storm, and combined sewer systems, and mitigates flooding through the design and construction of green infrastructure and infiltration and inflow reduction projects. Street, Highway and Transportation Engineering: Designs local, state and federally-funded street and alley projects and projects with a Complete Streets approach to integrate multi-modal options and traffic safety/reckless driving mitigative measures; oversees comprehensive transportation planning, including system preservation of City streets and alleys. Construction Engineering: Compiles and prepares all contract documents necessary for construction and oversees work on construction sites, including inspection of sewer, paving, traffic calming and bridges projects, as well as utility coordination; prepares construction reports and processes payments to contractors. Traffic Engineering : Designs and maintains the City's traffic signals, signage, and pavement marking programs, including roadway reconstruction and traffic calming projects. Structural Engineering: Maintains, designs, and manages construction for City-owned movable and fixed bridges, parking structures, and buildings; performs inspections, prepares project plans, specifications, and estimates. Essential Functions Prepare engineering designs and plans using design software and drawing tools, such as AutoCAD, MicroStation, and Civil 3D. Prepare engineering calculations and specifications. Ensure engineering activities are compliant with environmental, safety and other governmental regulations. Inspect project sites to monitor progress and to ensure conformance to design specifications. Estimate quantities and cost of materials, equipment, and labor, and prepare cost estimates. Review and prepare responses to plans, correspondence, and legislative initiatives. Provide technical advice regarding design, construction, or program modifications and structural repairs. Analyze survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geological data to plan projects. Prepare contract documents. Coordinate design and construction activities. Minimum Requirements Both Civil Engineer I & Civil Engineer II levels: 1. Bachelor's Degree in Civil Engineering from a school of engineering whose program is accredited by the Accreditation Board for Engineering and Technology (ABET) or verified equivalency. 2. Ability to travel independently throughout Milwaukee, either by transit, bicycle, or automobile. Civil Engineer II 3. One year of professional civil engineering experience performing functions related to the position.
