JOB TITLE: Digital Payment & Budget Consultant TYPE OF CONTRACT: Regular CST, level 2 UNIT/DIVISION: PSP - Private Partnerships Division DUTY STATION (City, Country): Remote DURATION:11 months REPORTING LINE: Head of Finance BACKGROUND AND PURPOSE OF THE ASSIGNMENT: To comply with the divisional responsibilities and the challenges of a very diversified portfolio regarding the overall financial management under the Private Sector Partnerships 2020-2025 Strategy, PSP requires a Digital Payment & Budget Consultant. ACCOUNTABILITIES/RESPONSIBILITIES: Within delegated authority and reporting directly to the PSP Head of Finance, the Digital Payment & Budget Consultant will be responsible for the following duties: Individual Fundraising focus - IF 1. Payment system architecture (IF) fit for future: Guide the Individual Fundraising teams and collaborate with stakeholders to identify the payment needs of Individual donors and the organization to support individual fundraising, ensure that payment system strategies and architecture comply with relevant regulations and standards. 2. Digital payment solutions: Identify requirements for digital payment solutions, provide expert advice on the selection and implementation of appropriate digital payment solutions, provide recommendations for appropriate digital payment solutions based on the organization’s requirements. 3. Fundraising market operating requirements: Provide guidance to the Individual Fundraising teams as subject matter expert on financial and regulatory requirements and identify any constraints that apply to individual fundraising activities, including the organization's legal ability to raise funds or to extract funds out of a donor country. Division wide - PSP 4. Review and improve the funds management mechanism and processes for PSP’s PSA, extra budgetary funds, and special account. Lead the creation of specialized tools that work in tandem with WINGS to better monitor funds allocation and consumption including staff funding, ensuring alignment with audit recommendations. 5. Design and implement a divisional budgetary process by teams, collaborate with team leads to gather financial data and develop realistic budget plans, ensure accurate and timely submission of budget planning inputs. 6. Analyze data and create budget forecasts and implement a visual overview of the respective data. 7. Lead the preparation and analysis of budgetary reports (forecasts, resource situation, retained income), highlighting any risks of shortfalls or budgetary concerns that may impede the successful implementation of the division’s planned activities, and particularly the implementation of the new strategy. 8. Collaborate with the business analysts to gather inputs on performance related questions that require or link to budgetary data. 9. Conduct research and analysis on innovative financing mechanisms and their application to development challenges. 10. Provide technical expertise and strategic guidance on innovative financing mechanisms, with a specific focus on Zakat-based social finance, philanthropy, impact investment, and Islamic finance 11. Support the divisional management plan process under the guidance of the Head of Finance. 12. Supervise and coach junior staff to enable best performance and a well-functioning team. 13. Perform other related duties as required. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: University degree in economics, finance, business accounting, or relevant field Economics, Business Administration, Communications or Social Sciences. Experience: Minimum 6 years of relevant postgraduate professional experience in the areas of finance, advisory, treasury or related fields. Familiarity with WFP fundraising operations highly desirable. Knowledge & Skills: • Advanced knowledge and experience in budget analytics. • Advanced knowledge of Excel, Salesforce and SAP software. • Advanced knowledge of data visualization tools, such as Tableau and Power BI. • Excellent mathematical ability and an analytical mind. • Excellent communication, analytical and project management skills. • Excellent interpersonal skills to work in a team and establish effective working relations with team members or other stakeholders. • High degree of independence and ability to work under minimal supervision. • Ability to work with competing priorities and perform well under pressure.
