The Puerto Rico National Guard is seeking a Human Resources Specialist in Human Resource Development to provide training and development advisory services to Army and Air National Guard organizations. The role involves training lower graded specialists and developing policies for identifying training needs.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement
- Selectee will be required to wear the military uniform
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement
- Males born after 31 December 1959 must be registered for Selective Service
- May be required to successfully complete a TWO (2) years period
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position
- Loss of military membership will result in immediate loss of your full-time military technician position
- Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment
- Must possess and maintain a valid Puerto Rico State driver's license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968
- An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
- Irregular and overtime hours may be required to support operational requirements or contingencies
- Federal employment suitability as determined by a background investigation
- Must possess or be able to obtain and maintain the appropriate SECRET security clearance within ONE (1) year of appointment
- May be required the incumbent to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
- May require the incumbent to drive a motor vehicle; if so, and an appropriate valid Puerto Rico State driver's license is mandatory

- Selectee will be required to wear the military uniform
- If selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified
- If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation
- Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG
- Experience, education or training which involves Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing
- Experience using computer and automation systems
- Applicant must possess at least ONE (1) year of specialized experience at the next lower grade level GS-09 or, THIRTY-SIX (36) months of equivalent specialized experiences performing or supervising duties such as providing comprehensive guidance in self-development activities, mandatory courses, individual development plans, performance improvement plans, Professional Education Center courses, Management Development Center courses, supervisory courses, and technician retirement courses
- Develops policy and procedures at the state level for identifying organizational and individual training needs
- Provides advice and guidance on technician training issues; consultant to other directorates in planning and conducting in-house training
- A 4-year course of study leading to a bachelor's degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for SIX (6) months of specialized experience
- Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education
- Unofficial transcripts from internet or with alterations will not be considered
- To receive credit for education the information must be included in the education section of the Resume
