Heartland Consulting is seeking a Senior Project Manager to provide advisory and assistance services to the USDA Forest Service's Office of Regulatory and Management Services. The role involves leading project and correspondence management support, ensuring compliance and efficiency in Federal Records Management during a major organizational restructuring.
Responsibilities
- Lead technical project management for correspondence management processing systems, methods of managing public inquiries, Section 508 compliance, and electronic tools (e.g., SharePoint)
- Develop and maintain the Project Management Strategy Plan (PMSP); identify, track, and alert leadership to critical milestones affecting Government decisions
- Prepare internal briefing materials, analyses, and presentation materials for Government review
- Facilitate and document executive-level meetings, including agendas, minutes, action items, and decisions
- Support content management alignment: map internal strategic documents, frameworks, and tools to ORMS program activities; assist in drafting Business Case documents and Analysis of Alternatives
- Oversee quality control, schedule management, and deliverable management to meet or exceed Acceptable Quality Levels (AQLs) defined in the QASP
- Provide transition support, including data handover in standard formats and close-out activities
- Ensure all work maintains compliance with Federal Records Management, FOIA, FACA, and Section 508 requirements while supporting ORMS's national mission across regions and units
Skills
- Bachelor's degree in a relevant field (Business Administration, Public Administration, Information Management, or related discipline) or equivalent combination of education and experience
- Minimum 10 years of experience providing business services to Federal organizations, with demonstrated progression in project/program management responsibilities
- Subject Matter Expert (SME) level expertise in Federal Records Management (including FOIA and FACA requirements)
- Subject Matter Expert (SME) level expertise in Section 508 Regulations and compliance
- Subject Matter Expert (SME) level expertise in Technical writing requirements for the Federal government
- Minimum 2 years of direct experience with Federal correspondence management systems
- Strong proficiency with Microsoft 365, SharePoint, and modern content/records tools; familiarity with legacy Federal correspondence or content systems is highly desirable
- Demonstrated ability to develop Project Management Strategy Plans, track milestones, produce executive briefings, and facilitate meetings with senior Government leaders
- Excellent written and verbal communication skills, with proven technical writing expertise for Federal audiences
- U.S. Citizenship required. No security clearance is required for this position
- Direct experience supporting Natural Resource Preservation organizations (e.g., USDA Forest Service, National Park Service, Bureau of Land Management, Fish and Wildlife Service, or state natural resource/environmental agencies) - viewed more favorably per solicitation evaluation criteria
- Prior experience with the specific systems referenced in the PWS (ICCT, ECMM, CoRe) or similar legacy-to-modern content/correspondence system transitions
- Experience supporting Federal agencies during major organizational transformations, HQ relocations, or regional restructuring
- Familiarity with Quality Assurance Surveillance Plans (QASP), Performance Requirement Summaries (PRS), and developing responsive Quality Control Plans (QCP)
- Project Management Professional (PMP) or equivalent certification
- Prior GSA schedule or Federal A&AS contract experience
