Description: We are seeking a highly experienced Database Administrator to serve as the Lead Database Administrator and designated Key Personnel for the NOAA Greater Atlantic Regional Fisheries Office (GARFO) Technology and Data Management (TDM) division. In this leadership role, you will provide strategic vision and oversee the administration, performance, and security of vast, highly sensitive datasets, specifically Fisheries Dependent Data (FDD). You will lead the DBA efforts in managing legacy on-premises Oracle databases while spearheading the critical migration to Oracle Cloud Infrastructure (OCI) utilizing PostgreSQL. This position requires a strong technical leader capable of problem anticipation, guiding agile teams, and safeguarding regional fisheries management data.
Key Responsibilities:
• Provide strategic technological vision, problem anticipation, and leadership for NOAA enterprise database systems.
• Direct and coordinate complex data design, architecture analysis, and database migration strategies across on-premises and cloud environments.
• Administer and optimize Oracle Enterprise Database 19C and PostgreSQL environments in OCI, ensuring high availability, performance, and successful data migration.
• Manage database security, access controls, and data confidentiality protocols to protect highly sensitive commercial catch statistics in accordance with federal regulations.
• Analyze decades of legacy NOAA Fisheries databases to identify redundancies, resolve performance bottlenecks, and implement consolidated database solutions.
• Develop, compile, and implement Oracle Data Definition Language (DDL) and PL/SQL scripts seamlessly into NMFS Oracle DBMS systems.
• Collaborate with and guide agile software development teams to ensure database structures effectively support the transition from legacy monolithic forms to modern API-driven applications.
Required Skills /Education/ Certifications & Qualifications:
• Hands-on experience with Oracle Cloud Infrastructure (OCI) administration, as the primary database infrastructure has transitioned to this target state.
• Expert-level proficiency in database administration for Oracle Enterprise Database 19C and above, as well as PostgreSQL.
• Extensive technical experience utilizing DBA tools including Oracle Cloud Control, SQL Developer, Oracle APEX, and Toad.
• Proven leadership skills, including the ability to mentor technical staff, manage large-scale data migrations, and communicate effectively with stakeholders and Task Managers.
• Ability to pass a federal background check to obtain a Department of Commerce (DOC) identification badge and Common Access Card (CAC) in accordance with low-risk service contract security processing requirements.
Desired Skills:
• Demonstrated recent and prior experience with fisheries management agencies.
• Deep understanding of the complex business rules associated with fishery management regulations and commercial catch reporting.
• Direct, proven experience with fishery management systems, explicitly including hands-on experience with the online applications.
