Job description: Overview: Strategic leader of a team of subcontract specialists in supporting subcontracting needs for proposals and operations programs within the assigned portfolio. Responsible for total subcontractor performance management, from solicitation through closeout. The person in this role is a Subcontracts management subject-matter expert with advance knowledge having significant impact on the business.Key Responsibilities: This Position requires working in a matrixed business environment with stakeholders in the following groups:Operations: Business Development: Compliance: Human Resources: Systems and Tools: Essential Duties and Responsibilities- Perform government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close out and records retention.- Provide assistance to source selection/evaluation process including cost and price analysis, negotiation memoranda, buildup of CPSR compliant files.- Draft, negotiate, and use of contracts, for subcontracts, P.O.'s teaming, and other forms of agreements.- Work on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.- Recommend changes to policies and establish procedures that affect immediate organization(s).Minimum Requirements- Bachelor's degree in relevant field of study and 7+ years of relevant professional experience required, or equivalent combination of education and experience.
